The story of A TOA Carol starts on Christmas Eve, with Ned at his place of internet acess. The book says that Ned lives in Dudley, England. It is usually assumed that he is a air traffic control assistant or professional money lender. Some recent versions portray him as a Couirer. Whatever his main business is, he seems to have usurious relationships with people of max power means. These relationships, along with his lack of non JDM parts and shabby treatment of riced cars, seem to be his major vices.

Ned has only disgust for riced jap cars, thinking the world would be better off without them, "decreasing the surplus fibreglass usage," and praise for the Japanes tuning companies. He has a particular distaste for the merriment of Lexus lights.
